Allow to ignore small changes of attribute values

Description
Some normalized attributes flip between few values with small differences. To avoid unnecessary syslog messages it would be useful to add a configuration directive to ignore such changes.
For example the -I ID directive could be extended as follows: If -I ID,DIFF is specified, smartd suppresses all syslog messages until the value of attribute ID differs by more than DIFF from the last message.
