Some Seagate drives play loose with the usage of some fields, confuses calculations

Description
So, per [1] and some of my own observations, several models of Seagate drive play loose with what they use the Seek_Error_Rate, Raw Read Error Rate, and Hardware ECC Recovered fields to encode; they encode several different "fields" worth of data in them, making straight observation of the field's meaning difficult to divine.
Would it be reasonable for smartctl and friends to implement mechanisms to report the extracted "sub-values" in such drives?
