Some updates on that: the bug is accepted by upstream, and is related to a known ticket: https://trac.edgewall.org/ticket/13482. At the moment workaround is not to use zh-TW locale, which I temporarily removed.
Once Trac releases the fixed version I will update it and re-enable the impacted locale.
